• Lack of services available in the public sector and non affordability of ART services in the private sector.
• Lack of private centers providing services due to concerns of :-
- transmission to clinic personnel.
- cross contamination of gametes & embryos of non
infected HIV couples.
• Guidelines by Medical Organizations recommending separate units to treat HIV positive couples.

• Reduction in HIV prevalence by using evidence-
- informed and human rights based approach.
• Sustained political leadership and civil society engagement.
• 5 % of health budget spent on HIV, with free ART being offered through 100 dedicated ART centers.
• Prevalence of Infertility – 13- 19 million couples.
• Infertility services offered in the public sector are almost nil to
very weak.
