More distant action: promote research to increase not only the effectiveness of infertility treatment but also to lower the costs.
Low cost IVF is developped for developing countries.
But why should these procedures not be applied in developed countries?
If governments reimburse ART, they can / should restrict funding to the most cost- effective treatments, taking into account the other criteria.
Reimbursement is part of a system in which all participants collaborate to improve access (justice), quality (cost-effectiveness, efficiency) and safety (patient-friendly).
Conclusion
In wealthy states, governments have a reason to subsidize infertility treatment up to a certain point.
Distributive justice may (if ART is part of decent health care) require measures to increase access.
The ideal would be a combination of two movements simultaneously: reimbursement of costs through private or public insurance and lowering the cost of the treatment.
