  2. Obligations for practitioners
Public funding generates obligations and restrictions for practitioners.
Improving access for patients is not only a responsibility of the government but also of fertility specialists.
In many countries, practitioners do not seem to be convinced of their responsibility because many measures need to be imposed by law.
Many countries attach restrictions to the reimbursement of ART.
- limitations on fees that can be charged to patients (Canada)
- limitations on number of embryos for transfer in combination with age of woman. Example: Belgium. Intention: bring down the cost in healthcare of multiple pregnancies.
Reasoning: when ART becomes part of the basic package, it becomes something on which the government must have a say since they should guarantee fair access.
